Minutes – Ballymeade Maintenance Corporation Board Meeting – 13 December 2006

The 13 December meeting of the Ballymeade Maintenance Corp. board was convened @
7 pm at the residence of Peter Hagerty. Board members present were:
Peter Haggerty-President
Peter Klosiewicz-1st Vice President
Jeff Peaper-Treasurer
Bob Gleber-Secretary

Topics discussed included cost and duration of commitment associated with bringing our water retention ponds into compliance with NCC codes. There are several bids being considered ranging in dollar figures from appx $4,000.00 per year up to appx $11,500 per year. We intend to review one more bid and anticipate contracting for the work to be done this coming March of 2007.

The board also discussed a topic first addressed at the annual meeting of 2006. The subject is an initial capital assessment to be paid to our homeowners’ maintenance corp. by each new homeowner at the time of settlement when they purchase a home here in Ballymeade. In considering the value of the quality of life provided here, the board felt a .15% (or .0015) times the sales price of the home purchased. This small assessment would be deposited to our Maintenance Corp. Reserve Fund which we are gradually building up so that we can, in future years, comfortably address such capital projects as:
• Replace sections of the sidewalks as they age and deteriorate
• Replace paved parking areas as they age and deteriorate
• Maintain, and when necessary, resurface the tennis court
• Maintain, and when necessary replace the children’s playground equipment
• Replace the sound barrier fence along Naamans Road at the end of it’s useful life
• Upkeep on the Water Retention ponds
• Maintain the attractive entrance area and the horticultural enhancements that maintain the upscale image of our neighborhood.
The new assessment must be voted upon by our homeowners’ membership at the upcoming annual meeting.

Given the importance of this issue and other topics of relevance to each and every homeowner you are strongly urged to plan on attending our homeowners Maintenance Corporation annual meeting on Wednesday, February 21, 2007.

By way of additional important topics to be addressed the 2007 budget for our neighborhood will be presented for membership discussion and approval at this meeting.

The 14 June meeting of the Ballymeade Maintenance Corp. board was convened @
7 pm at the residence of Bob and Shari Gleber. Board members present were:

Jeff Peaper-Treasurer

Board Meeting Schedule for 2006 - Initial discussions centered on the meeting schedule for the balance of the year 2006. It was agreed that the next scheduled board meeting will be held on Wednesday, September 13th. Special circumstances will dictate any meetings in the interim time period.

Community Walk-Around –
• Ballymeade Maintenance Corporation will have Elise Nelson of B.C. Consulting advise residents of the date for a community walk-around.
• Purpose of the walk-around will be to assist residents in recognizing how they and their neighbors can work towards keeping Ballymeade an attractive and award winning neighborhood.
• Recurring issues discussed included –
o Failure to clean up after pets
o Storage location for personal trash receptacles
o Excessive length of time between lawn maintenance
o Parking of cars on street with lack of consideration for other residents
o New issue of graffiti on the inside fence along Naamans Road.
• Board members also hope to meet some of the residents and learn how the board can serve the residents of Ballymeade even better.

Budget – The Ballymeade Maintenance Corporation’s budget was discussed, and it was decided -
• That a more detailed accounting of the disposition of funds will greatly enhance the ability to maximize the use of funds by the board.
• The importance of adequate funding for anticipated future needs was agreed, including funds required for long term requirements such as the traffic buffer along Naamans Road, maintaining our playground area and tennis courts, and our landscape program.
• 2nd Vice president Lynette Aster agreed to use her expertise to assist in setting up a detailed spreadsheet which will enable the board to do a superior job of managing the community’s funds.

Landscaping Program –
• Kudos to President Peter Haggerty for bringing in $7,500 in public grant money to Ballymeade to offset 75% of our “Tree Program.”
• Pete is also keeping the county focused on the maintenance of our water retention ponds. The county will accept most, if not all, costs of maintaining the ponds, as long as we, as a community, put forth a modest effort to inform the country of our maintenance needs associated with the water retention assets.
Snow Removal –
• Treasurer Jeff Reaper indicated he was able to maximize the reimbursement to Ballymeade for this year’s snow removal.
• This amount was a “four figure” reimbursement to the community’s coffers.

Capital Fund Assessment -
• There was discussion regarding the initial capital funds assessment that was charged to each original homeowner by the builder, providing funds for projects benefiting the residents of the community.
• The Board discussed the idea of re-instituting this assessment for incoming residents purchasing homes in Ballymeade. The matter will be put to a vote at the annual meeting for residents in 2007.

Delinquent Annual Homeowners Fees - There are no outstanding fees due for the 2005 fiscal year. This is an outstanding achievement. There are 10 outstanding fees due (overdue) for fiscal year 2006. Letters from the community’s attorneys will be sent June 30, 2006.

Tree Care –
• The new trees planted along Ballymeade Drive will require periodic watering. The cost for a service to take care of this over the next several months is roughly $1,000 or more, based on a cost of $10/tree per visit – which can be as often as twice a month for the next 3 to 4 months – times 40 trees.
• Recommended that we ask residents with new trees if they would water the trees occasionally.
• If agreeable to watering the trees, residents should log on to the Ballymeade website - www.ballymeade.org - and indicate that they will assume responsibility for the watering of trees in front of their residence.

Baldini Rental Townhomes – Morningdale Drive – in an effort ot maintain a uniform, top-notch landscape appearance, the board has sent a letter to the Baldini Company, owners of the 9 rental units on Morningdale Drive, asking if they would upgrade the level of the landscaping at the townhouses so that it is more in keeping with the quality of landscaping prevalent throughout Ballymeade. It is hoped that the company will be concerned enough about maintaining the value of their investment and the community as a whole, and will agree to this request.

2007 Annual Meeting –
• The Annual Meeting of the residents of Ballymeade is tentatively scheduled for Wednesday, February 21, 2007. This date will be confirmed once the reservation for the community building at the Brandywine Towne Center has been confirmed.
• The board is encouraging all residents of Ballymeade to attend the meeting as a number of initiatives will be voted on, including –
o Initial Assessment for incoming residents/purchasers of homes in Ballymeade
o Amount of such Initial Assessment.

The 3 May meeting of the Ballymeade Maintenance Corp. board was convened @
7 pm at the residence of Pete Haggerty. Board members present were:

Board Meeting Schedule for 2006 – Board meetings will be scheduled for the first Wednesday of March, May, September and November, and January and July which will be scheduled for the second Wednesday. Meetings are mandatory for Board members.

Annual Assessment – Question as to timing of the assessments versus the timing of the annual meeting. The new budget decided upon by board and the assessment amount must be voted on and approved by the residents (243) of Ballymeade at the annual meeting. Agreed to date of February 21st 2007 for the next annual meeting.

Playground Equipment - question came up as to whether the New Castle County Licensing & Inspection office needs to be contacted to conduct a safety inspection of the playground area.

Curb Cuts – The funding for the additional curb cuts needed is dependent on obtaining allocations from the $300,000 discretionary fund controlled by Representative Valihura. Need to pursue.

Neighborhood Walkaround – to be organized by 1st V.P. - Pete Klosiewicz
• Declaration of Restrictions – a checklist of violations of the Declaration of Restrictions will be compiled. Some specific areas of concern are –
• Residential Trash Receptacles – The Board discussed the proper placement of residential trash receptacles.
• Landscaping/ Yard Maintenance – The Board discussed yard clean up and dog excrement clean-up.

Baldini Rental Townhomes – Morningdale Drive –a letter was sent to the Baldini Company, owners of the 9 rental units on Morningdale Drive, requesting that they upgrade the level of the landscaping at the townhouses.
